Receiving a notice and resolving it is strongly preferable to watching a matter escalate, and nothing in this procedure is constructed to impede that.
Route to the designated agent

Required elements
Identification of the copyrighted work alleged to be infringed.
Identification of the material complained of, in sufficient detail for location.
Name, postal address, telephone number and email address of the complainant.
A statement of good-faith belief that the use is unauthorised by the owner, its agent, or law.
A statement, under penalty of perjury, as to accuracy and as to the complainant's authority to act.
Signature, physical or electronic.
Response times
Acknowledgement within two working days of a valid notice; action within five. A notice lacking any required element is returned with that element identified, rather than filed without reply.
Counter-notice
Material removed in error may be contested by counter-notice along the same route, carrying equivalent identifying detail together with a statement under penalty of perjury. It is assessed on its contents rather than on its sender.
